Overview
Richard (Dick) Tombaugh joined ECG in 2008. He oversees the strategic direction and marketing outreach for ECG's corporate division, The Center for Financial Aid Management.
In addition, Dick serves as a managing director in the company's consulting services division, providing direct support to clients and managing ECG consulting staff assigned to his designated engagements. Among other aspects of operation, he assesses organizational structure, staffing levels, and assists with personnel recruitment and screening. He also focuses on compliance with Title IV regulations that reach beyond the financial aid office, such as the provision of consumer information and institutional administrative capabilities.
Highlights of Consulting Projects
During the past year (2009-2010), Dick managed multiple ECG consulting assignments, including:
- The conversion of an institution from nonprofit to for-profit status;
- Compliance verification of a new electronic service;
- Assessment of a school's loan billing and collection alternatives;
- Development of program review reports for a guarantor; and
- An extensive evaluation and refinement of a client's admissions and financial aid compensation strategies and organizational structures.
Previous Experience and Skills
Dick has served in the student financial aid industry for over 40 years. He has extensive experience across all sectors of the financial aid services industry, including executive/marketing positions with several companies involved in data processing, delivery system training, and need analysis. Key skills include the ability to enhance communications between data processing professionals and end users, including the development of user requirements and systems specifications.
On the campus side, Dick held financial aid positions at Purdue University and George Washington University; and consulting positions with extended assignments at Florida State University, the University of North Florida, and the Florida Department of Education. He served as the first executive secretary for the National Association of Student Financial Aid Administrators (NASFAA); he later directed NASFAA's training contract with the U.S. Office of Education, where he previously was an education program specialist and acting assistant director for the Division of Student Financial Aid.

- Lifetime Member - DC-DE-MD Association of Student Financial Aid Administrators; and NASFAA
